Fitness Specialist - Flexible: NF-0188-03

INTRODUCTION

This position is located within the N92 division of Morale, Welfare and Recreation (MWR) Department, Naval Air Station Key West, Florida.  The purpose of this position is to provide assistance and support for the MWR fitness, sports, and deployed support program.

MAJOR DUTIES AND RESPONSIBILITIES

Personal Training and Group Exercise

  • Provides certified personal training services to all eligible patrons
  • Provides fitness training and programming to groups of various sizes
  • Designs, supervises, coaches, and instructs a variety of group exercise programs (e.g., Step, Spin, Water Aerobics) inside and outside of the various fitness facilities in the assigned workout areas 
  • Assists with fitness and MWR events (competitions, challenges, races)
  • Instructs patrons on the proper use of all equipment for training and self-monitored progress by preparing written instructions and procedures for the performance of work, use of equipment, safety and well-being of all involved
  • Assists patrons on the fitness floor by providing training tips in order to prevent unsafe or ineffective exercise techniques
  • Prepares written instructions and procedures for performance of work, use of equipment, safety, and well-being of all involved
  • Provides instructions on the proper implementation and maintenance of conditioning and training programs for aerobic fitness, muscular fitness, body composition, and flexibility training
  • Conducts fitness testing, which includes measuring aerobic capacity, body composition, muscular strength, flexibility, muscular endurance, and blood pressure
  • Stays current with latest fitness programming ideas to increase attendance and improve customer satisfaction
  • Conducts fitness orientation classes which include providing patrons with a tour of the facility, reviewing rules and regulations, and introducing patrons to cardiovascular, free-weight, and resistance machines
  • Establishes/reviews the schedule of events, conducts tours, sets-up/prepares gymnasiums/facilities/playing fields prior to scheduled start time for fitness events
  • Ensures adherence to regulations and safety procedures
  • Other duties as assigned

CFL/FEP/NOFFS/Program

  • Provides certified personal training and group exercise services to active duty military as outlined in the Navy’s Physical Readiness Program instruction
  • Assists with the instruction of the Command Fitness Leader course and fitness related general military training.
  • Works with various command representatives to develop and implement physical fitness programs for military personnel
  • Assists Fitness Director and/or Coordinator with outreach and implementation of Navy Operational Fitness and Fueling Series (NOFFS), Mission Nutrition/ Command Fitness Leader Courses, and other CNIC Headquarters supported/endorsed programs
  • Other duties as assigned

Facility/Equipment Maintenance (includes but not limited to):

  • Ensures facility and sporting fields are open and/or closed at the posted time
  • Monitors and checks the security of premises
  • Monitors activity within the facility, circulating among the patrons to assist with basic use of equipment/gear and to maintain good order and discipline
  • Ensures athletic playing surfaces are properly maintained, safe, and ready for play
  • Assists in properly cleaning and maintaining equipment/facilities, maintains inventory, performs general janitorial services to ensure interior spaces are in a clean, neat, and orderly state at all times (e.g. sweeping and mopping floors; dusting and cleaning workout areas, mirrors, bathrooms, and locker areas; straightening equipment and accessories, etc.)
  • Makes minor repairs to facilities and equipment when appropriate and assists with outdoor maintenance
  • Reports/records maintenance problems, material deficiencies, and unsafe conditions or discrepancies that cannot be repaired in-house to the supervisor

FACTORS

KNOWLEDGE REQUIRED BY THE POSITION

  • Must possess a current certification from a NCCA or DEAC health/fitness organization. 
  • Ability to competently and independently carry out fitness programs through the proper application of principles, concepts and techniques of recreation to satisfy specific needs of the community to be served
  • Skill in planning and carrying out an enhanced program in the recreation specialty area which meets the needs of the participating community
  • Skill and ability to provide fitness training and programming to individuals and groups of various sizes
  • Knowledge of the safe use and operation of fitness equipment, facility operations, and basic fitness equipment maintenance/repair
  • Ability to conduct accurate fitness testing and provide recommended fitness program, based on fitness goals
  • Skill in the use of Microsoft Office Programs (e.g. Word, Excel, Power Point, Outlook)
  • Ability to prepare clear, concise, and technically sound reports related to work within the Branch
  • Ability to develop and effectively deliver presentations and/or training
  • Ability to communicate effectively both orally and in writing

Supports the Fitness Director and Fitness Coordinator. Uses initiative in completing daily/routine assignments and receives general guidance and supervision. Supervisor provides advice and guidance regarding special problems or unusual situation. The supervisor assures that daily/routine assignments are completed within compliance and spot-checked for accuracy. 

GUIDELINES

Guidelines consist of Navy Fitness, Sports & Aquatics Support program standards, departmental policies, regulations and Standard Operating Procedures (SOPs), and augmented regulations and procedures issued at local level. Generally accepted procedures found in the fitness, aquatics or sports industry and adopted by reputable organizations (National Commission for Certifying Agencies and Distance Education Accrediting Commission accredited fitness certifications) are also used.  Directives require mature judgment in their interpretation and adaptation to meet program requirements according to Department of Defense (DoD) MWR Fitness Standards, Navy Fitness Standards and guidelines.

COMPLEXITY

Work consists of providing physical fitness information for the physiological needs of each customer and or command in addition to ensuring operational efficiency in the recreation facility during the incumbent’s assigned shift, requiring the completion of multiple tasks simultaneously. The development and implementation of fitness classes must be unique and proper progression and specificity must be applied. Incumbent interacts with a wide variety of patrons who seek physical fitness recommendations; consequently, incumbent must stay up to date on basic information pertaining to the Fitness, Sports, and Aquatics Departments and should actively promote programs and MWR events.

SCOPE AND EFFECT

Work involves performance of specific routine operations that include few tasks or procedures, but which may have a significant impact on the well-being of patrons and staff. Incumbent is responsible for applying program policies and procedures to a considerable variety of customary problems, questions and situations that are typical of the activities, services and operations of a recreation/aquatics program. Duties performed contribute directly to the military community's readiness, physical fitness, morale, and quality of life.  Incumbent promotes physical fitness and healthful living, which has a positive influence in improving the morale, physical and mental well-being of all customers.

PERSONAL CONTACTS

Contacts are with all levels of active-duty personnel, retired military, family members, Command Fitness Leaders, recreation co-workers, staff workers, Department of Defense (DoD) officials, Command officials, security, police, and the civilian community, including vendors, contractors, and local organizations, DoD civilians, MWR personnel, environmental and health inspectors, maintenance personnel, and facility patrons.

PURPOSE OF CONTACTS

The purpose of contacts is to plan, implement, and administer Fitness Programs; motivate participants; resolve problems; enforce policies and procedures; provide customer service; increase participation; and promote quality of life programs.

PHYSICAL DEMANDS

Work requires lifting, pushing, pulling, recurring bending, stooping, stretching, twisting and utilizing all major muscle groups in demonstrating physical fitness techniques, equipment and teaching group exercise classes in a frequently hot/humid environment.  Highly physical aerobic/anaerobic exertion is required when instructing group exercise classes from one to three hours daily.  Frequent and extended periods of time standing and walking are required.  Infrequent periods of moving equipment in excess of fifty pounds are required.  Position requires irregular working hours including a combination of weekends, day and night shifts. 

WORK ENVIRONMENT

The recreation activities overall involve everyday risks or discomforts which require normal safety precautions typical of the recreation specialty. There will be periods of time when the employee participates in a specific activity (e.g. leading physical training, moving equipment, carrying aquatics equipment, etc.) that will require special safety precautions. Facilities may be subjected to varying conditions (e.g., variable weather conditions, variable temperatures, humidity, etc.).

OTHER FACTORS

Per DoD MWR Fitness Standards (issued 21 July 2016) this position is responsible for designing individual and/or group exercise programs as well as supervising, coaching, and instructing exercise in or outside of the fitness facility. The three elements below sufficiently qualify an individual to perform their duties as a fitness instructor/personal trainer instructor:

a) High School diploma;

b) Fitness instructor, personal trainer or certification from a NCCA accredited health/fitness organization*; and

c) Professional competence in the physical activity program or area.

The two elements below sufficiently qualify an individual to perform their duties as a group fitness instructor:

a) Primary approved certification from a NCCA accredited health/fitness organization*, and

b) Approved certification in the physical activity or program area.

*Accredited health/fitness organizations are listed per DoD MWR Fitness Standards (issued 21 July 2016). Staff qualifications will vary significantly, depending on the type of participant accepted by the facility. Facilities that offer programs designed to appeal to children, older participants or to participants with known health problems; the staff should have special qualifications, usually an advanced, clinically-oriented certification from a nationally recognized professional organization.

Incumbent must possess or be able to obtain the following within 60 days of hire:

  • Cardiopulmonary Resuscitation and First Aid Certification
  • Automated External Defibrillator Certification
  • Blood-borne Pathogen Training
  • Navy Basic Fitness Certification

Occasional travel of less than 10% may be required.

Must be able to obtain and maintain a National Agency Check with Written Inquires (NACI), upon hiring and renew every 5 years and/or a Child Care National Agency Check with Inquires when there is regular contact with children under the age of 18.
